If a property or subsequent construction work to that property (i.e. an extension) meets the legal requirements contained within the building regulations - it's said to be compliant.
You may be required to show that any work conducted on a property you are selling was certified as being compliant with building regulations. Likewise, if you are buying, you may well want to check it has a certificate to show recent construction or improvements were completed in line with building regulations.
